That's because the winner (when a democracy) will say the other was no longer a democracy AND because democracies are reluctant to call their activities war.
Germany elected Hitler. Japan elected its parliament. Russia and Georgia fight. There are plenty more... most of the time, the democracy will be corrupt or the country wasn't ready for democracy.
That's what happens when you buy or trade your way up the civilization development tree...
Can they really be called democracy? I think it is imperative that they are, so that we can learn from mistakes.
I would cite regulation, but I know you will simply ignore it.
