 You can have as many saves as you want. Since character deaths and tons of decisions are permanant, I save often.

As for your build, there's isnt that much ingame detail when it comes to stuff like that. At the beginning of the game, you have to set your S.P.E.C.I.A.L. stats. When you're doing it, you're kinda "reading" a kid's book so rather than telling you what each category does, they put crap like "S is for Strength, it makes me big and strongblahblahblah". Of course, the game's manual gives you the real info.

Whenever you level up, you get to choose from a list of perks (you can select from a bigger list as you get farther). Max level is 20 and once you hit it, you can't get anymore perks even though there's way more than 20. Some perks might look attractive but are actually wasteful. Again, it's easy to make bad choices. 

Another thing you get when you level up are skill points - you can assign about 15, but it changes based on your Intelligence level. There's also books all over the world that you can collect to get your skill stats up. If you get them all, just about all of your skills should be near-maxed, but finding every book would take a massive amount of dedication and searching, even if you have a map with all of the locations - they're small books in a big world filled with trash. You should be careful how you use your skill points, unless you wanna go through the hassle of finding those books.

I eventually got tired of all this - to avoid making bad permanant decisions, you have to put some time and thought into your player's stats. I found myself using a Fallout 3 wiki too much and finally after 40 hours, I'm now trying to sell the game.

It really is a good game, and I usually enjoy the concept of leveling up and messing with stats, but it feels like they just went abit overboard with it. Your character's hair/face isn't permanant, but the fact that you can't go back your stat-based choices is what kills it for me. Just not really my style.
