Too much Sephiroth and not enough Kefka!
For me Kefka>>>Sephiroth any day
Perhaps because I didn't like Aerith that much, I was like, who cares? we still got Tifa!
Also, perhaps not a big villain, more of a minor villain, but I absolutely loved Gilgamesh in FFXII.
Others: Lavos in Chrono trigger and Smithy in Super Mario RPG
