IMO they should just group numerical scores into grades and NEVER reveal the games numerical score.
For example:
A - 89+
B - 80-88
C - 70-79
and so forth
game X and Y could both be graded as A's yet the numerical difference between the two wouldn't be known.
Obviously there's still the same problems with a numerical based rating system but at least you've minimized the problems (as far as I see anyway). I do think some kind of rating system should be used in addition to the written review. Although, I wish that rating system would be standardized across all review sites.
