That's the Netherlands, you said Holland which is the main western province. So much for us Americans being all dumb about European matters.
Even so that makes for ~5k units. While I'll grant you that Rockstar Games enjoys the contraversy and lack of censorship, they are still a business after all that is hurting for money.
