Sega is much bigger and they have bought/worked with many western developers. They can´t afford a downsize, because they are competing for the top. Since the merger, SE has been racking so much profit, even though they didn´t have the ability to create new games, from their fantastic franchises that they can buy game companies at a time like this and not lay employees off.
