Again: a pc upgrade is not only so you can play something. It delivers much more than just an option for gaming. And if you upgrade sensibly, you won't have to upgrade for quite some time after that(it's easily possible to survive quite long with a PC upgrade). Games are already cheaper on a pc and they get the stuff for free. And it's easy to recuperate parts of your current rig into your future rig.
In this case MS charges for the DLC (downside compared to the PC), charges for live (downside compared to the pc) and the games are more expensive (also a downside). And if you want to keep playing it like that: A HD tv (for the optimal experience on a 360 and PS3) easily counters your "you have to pay for an upgrade too"-argument.
