@ katilian Ok, I did not actually know the XP starter version was limited in that way. However, Windows 7 Starter does seem to be available worldwide

Microsoft: No, Windows 7 Home Basic will be only available in emerging markets; however, Windows 7 Starter will be available worldwide.
It seems that fairly recently, MS changed Starter from 'emerging regions only' to 'available preinstalled on computers'
