Hmm, if you want to stay at 1920/1080 resolution your absolutely best bet would be this card here:

Its the absolute fastest single GPU card on the planet. It doesn't suffer from so the pitfalls of going multi-gpu.

Thats a pretty good base for a build. Just change the video card to the one I suggested above and have a little hunt for the best looking case you can find, because if you're building a beast you may as well enjoy how it looks also. (Its a bit better than the one I showed you and its easier to follow)
You need an operating system, so remember to add that. (Don't trust hacked versions)
Also you could add a Blu Ray drive if you wanted.
I think thats a pretty good start.
