well i was just going by what the OP is which is talking about Halo 3 DLC which is a FPS game. Thus why I didn't understand the LBP reference. I agree no game has the level of user content as LBP but remember Halo 3 came out a full year earlier than LBP and is still currently doing many things current FPS aren't doing. It just bugs me (and i'm not saying you do this) that people always refer to Halo 3 as mediocre when compare all the content and support from Bungie with any other FPS on home consoles and it clearly is the winner. Now the campaign in Halo 3, I'll agree that was VERY mediocre.
