What you really need to decide are:
What design considerations are important and therefore should have extra budget allocated and what design considerations are less important?
- Noise?
- Form factor, big/small make a difference?
- Resolution/size of monitor (Determines the GPU you require)
- How computer savvy you are?
- Responsiveness/Boot times?
- Power efficiency?
- What games do you play? Shooter/RTS/RPG?
- What will you use it for?
