He means that some texture rendering and new improvements have been added to the render pipeline. While nVidia and PS3 will not recieve them until PS4.
In the case of improvements it's just been mader faster where as DX10 and OpenGL design has been leaped past in terms speed for graphical increase.
As for new features, well it's like the old days when all we had was garoud. Eventually we added bump mapping, multi texturing, enviroment mapping all of it improving over all graphics. Well DX11 is supposedly added something new. I personally can't recall or matter care. Being predomiently Java and focused on multi PC design I'm stuck using OpenGL.
So while the PS3 has more raw numeric crunch. The 360 gfx processor will support new abilties to make up the difference. As to what extent? meh. PS3 will always have the advantage of being able to support higher texture res for larger games. While 360 will always be able to out perform vector processing and fill speeds.
