Require probably wasn't the best word, technically they could continue to use the current mobo, but the mobo is continuously being redesigned, the current 80Gb model is already on atleast it's third one. This is a major cost cutting exercise with cheaper CPU, cooling system, PSU etc, you can be sure that they'll also be introducing a cheaper mobo design aswell, they always have done in the past.

65nm RSX lagged 65nm Cell by quite a bit, so I'd guess the same will be true for 45nm RSX. We probably won't see that until 2010.
