 Both cards are good but the 4870 is a lot better (about 40% faster) than the 9800GTX.

How much each of them cost?

 

 1400 pesos( around 450 dolars) 4870 cheaper than the 3870x2

1800 pesos ( around 600 dolars) 9800gtx

 

forgot: cpu costs 950 pesos, around 300 dolars

motherboard costs 1400 pesos, around 450 dolars

Definately get the 4870, its got great single GPU performance and its definately the best pick out of all those options.
