I think what he is saying is that it's an extra 10% the company could do without. Costs are already high, last thing they want is more. One platform would be preferable.
I would however argue if there was only a 360 or only a ps3, the market would be more then 10% smaller, as the two consoles although similiar do both push gaming further together then if they were on their own. Therefore, I'd say the situation benefits developers and publishers moreso.
