Dunno why people are playing down the budget for this title, it's been in the works for how long now? 5 years? The game has been built from the ground up, including the engine so I would be VERY surprised if it was anything under $50mil. The amount of time required to put as much polish as this game has is expensive, very expensive.
It's not like it's a game like GeOW 1 & 2 which use an existing game engine and outsourced it's coding to China.
