FFXIII, I think will do well enough for a PS3 game but not well enough for SE or an FF title. I'm not going to predict exact numbers just yet because I have no idea when the game is going to come out. I keeep hearing late '08 rumblings for Japan but I have a feeling it won't hit any region until early '09 at the earliest. So it really depends on the PS3's situation at that point. Versus...it's coming even later than XIII. If XIII doesn't do as well as SE wants (or needs) then it could be ported or canceled outright.
SO4, if it comes to PS3, I see doing about 300-500k. It pains me to say it but with the PS3's current situation in Japan, 500k is generous, because SO3 had initial sales of 500k+ on the PS2 install base.
