Hold the event in one of the green countries, the world cup brings along massive profits for the host country. A country that regards it as a B sport does not deserve the money.

Anyway, the Dakar went pretty well, so I don't think it would be a problem. Of course, we both hosted WCs alone, and I think the FIFA doesn't like joint bids (I read that somewhere)
