I hope you realize there are many legal uses for torrents? Other things that may be throttled are game updates and windows updates.

The main problem I have with what Cox did is that they sold internet service to many people (including me) that sais we will get 7 mbps or 15 mbps. It is apparent that they cannot fulfil thier promises. Neither are they refunding us nor are they giving compensation to test a new system on us. Also, I was not notified by mail or phone call that this would be happening. They should have gotten it right in the first place; They should have said "for this price, you will get X speed except during peak usage which you will get at least Y". Seems that thier practices are unethical.
On the other hand, if they have to do something about thier inability to meet demand, what they are proposing seems to be better than what other ISPs have been doing. Only time will tell what they are really planning. I hope that by March I will be leaving for Air Force officer training and I won't have to worry about it.
