Sony has already supported the PSP a lot, and it didn't bring enough people with software purchasing habits. The attach rate is quite bad, due to piracy or people using it for other purposes or both. This means one of the primary purposes of 1st/2nd parties has failed (to form a viable userbase from scratch), even if it's not their fault.
They probably think it's more worthwhile to focus on the PS3, and I can't blame them. At least the PS3 sells a healthy amount of software.
