It sounds like they are trying to make sure that general use does not slow down for specialty use.
It is not perfect -- but what else would you do. The Internet backbone can't take the traffic it gets.
I mean, who still uses usenet. (Google groups lets you do it on the web without slowdown).
I thought it was going to be something terrible like some of ultra-low proposed DL content limits per month coming from Frontier (5G).
