And you keep saying this....You are not the norm. You are far from the norm. Most people (Without a next gen system already) don't have much other than the prior generation to go off of. Most people are not as big of a graphics aficionado as yourself. They just want to play a good game that is fun. Games aren't all about the graphics. The PC I listed would be able to play Mass Effect well enough that you will enjoy the game and certainly would give you a fun experience.
