Microsoft does not own the PC environment. Many games can be played on a variety of Operating Systems. Microsoft produces the OS and not much else. So no, games released on PC by solo studios (Like TakeTwo are not exclusive for a "Microsoft" system.)
I can play games on a Linux setup. I can play games on a Macintosh setup as well.
Exclusive means Exclusive. If you don't need an Xbox 360 to play it, then it isn't exclusive to the Xbox 360.
