The biggest change is that the game loads the entire neighborhood instead of only one house. For me that's a big chance, though I need to see how it'll work. But I agree the changes don't seem to be as radical as from Sims 1 to Sims 2.
Even with that, Sims 2 was a fantastic game, so even a Sims 2.5 would be appreciated (though I hope it's much more than that)
