Those who plan to buy Lost and Damned probably already bought GTA4 on the 360, and I doubt it will be that much more effective than when it was first announced god-knows-how-long-ago.

Thats just it.....those were "map packs". GTA: LAD is gettign 10 hours of single player campaign plus new multiplayer modes. Its a full-blown expansion, much like Halo 3: ODST is. They are meaty expansions that have more then new multiplayer add-ons, thats why they are called games.
The DLC will also take up retail space, probably a thin box with the download number inside. MS is making this thing known to the average consumer, not just those with a LIVE account. The avergae consumer will see a new GTA experience and many might just buy a Arcade for it, since it is GTA after all.
But again, this will only do so much. The combined sales and hype of GTA: LAD, Star Ocean, Halo Wars, and even lesser hyped exclusives like Stoked and Race Pro, even multiplats like Street fighter 4 and RE5, KZ2 will almost be lost in the hype of the other titles.
