It was during a trial run during the early years, most likely the time they offered free subscriptions. Right now there current rate is most likely under one million. I don't have a link but that's what I heard when I was playing UO years ago (before that died thanks to turning it into Trammel land) the most I could find link wise was over a million.
It's just that simple.
