Terrorism isn't about fighting individuals or even a group of individuals. That is the trap that the Bush Adminstration fell into. People can point fingers and blame people when stuff like this happens, but the Bush Adminstration's policies on terrorism created terrorists along with stopping them.

It's about fighting the ideals and reasons that these people have to fight.
