21 Fahrenheit is cold wherever you're from... you might not need a jacket if you have a death wish.

In many climates people tend to wear heavy enough clothing and be accustomed to the cold so they don't really need much of a jacket at -5 Celsius unless they’re outside for long periods of time. The converse is also true about people who live in warm enough climates ... while someone like me has difficulty sleeping when it is above 25 degrees in the middle of the night, someone from a warm climate will be un-fazed by that temperature.

Well, yeah, if they wear other warm clothing I agree. I was just picturing someone going outside in a short sleeve shirt for some reason. I guess where I'm from you're usually wearing either a short sleeve shirt or a jacket over it.

In Montreal you get some people wearing shorts into the double digit negatives (for C). But honestly..for us.. it isn't that cold. Some of us, the poorer ones, like me, don't even have proper insulation in our houses... so when it's -35 C out it's about 13 C inside... and so you get used to slight cold and only feel the cold when it's blistering (wrong choice of word?)
