£13.60 for a SEPARATE CHAPTER is very steep.

NO. New and Sealed as I typed it.  Meaning not a shoddy used copy!

Doesn't change the fact, that the game is 9 months old and the DLC is brand new.

So should'nt the price of this NEW DLC for a 9 month old game reflect that?  1200 points is a much nicer figure!
