It almost always is.
Impressive - making or tending to make a marked impression : having the power to excite attention, awe, or admiration <an impressive display of skill>
The first definition lends to more literal usage; an item that leaves an impression, because dictionaries tend to use the most literal definitions to define another: "make a marked impression."
I would cite regulation, but I know you will simply ignore it.
