Well, some places you can be charged for attempted murder for trying (and failing) to commit suicide, which doesn't make sense to me. I suppose masturbating underage could sort of follow the same "logic."
And could you imagine schools full of kids who can't masturbate? All the guys trying to hide their hardons, but failing, since they can't do anything to relieve it. What a depressing school.
