Also for any large developer investing into how to port a 360 to PS3 game, it is mostly a one-time expenditure, with diminishing small costs with every subsequent ported game. Since the PS3 is in its third year it has escaped the growing pains of its first and second year. Next I believe it is easier to develop for the PS3 and then port to the 360 rather than vice-versa but I might be wrong. Finally any developer which has already ported games over has no reason not to continue to port without major incentives Microsoft or Sony since they’ve already invested in the large one-time cost.

Now as for new developers with limited funds they could probably forgo ports until they have the money to fund such a project. But if that was a problem wouldn't they be developing on the PC anyways (I'm assuming it’s the cheapest to development on; correct me if I'm wrong please).
