Microsoft wanted Bioshock to stay exclusive too...
I think Microsoft are capable of getting smaller companies and developers to be exclusive but to convince a huge gaming behemoth like EA or Activision just won't happen, and it simply doesn't make sense for EA to have any game exclusive to one platform.
