Well, it is an understandable ploy by Chavez. The defeat of his last referendum was quite the embarrassment. The final numbers were 52-48, but many people believe the margin was likely larger than that. Regardless, Chavez is going to employ every tactic to win this referendum-including blaming the "neo-colonialist" Americans (Obama) for meddling in Venezuela's affairs.
