What kind of RPG is Final Fantasy Versus XIII?

What I have seen is the game is said to be an action RPG, with FPS perspective, a bit like how Mass Effect and Fallout 3 are.  Am I wrong here?  It doesn't seem like your usual JRP and seems more action oriented.
