actually from what i saw on the news, thats almost exactly what they did, the Israel defense minister told channel 4 news (UK) that the Israelis thought theyre were hamas in the UN HQ so they shelled it, when the UN told them that hamas wasnt there, the Israelis shelled them again, so they did intentionally shell the UN HQ
