Of course making a COD exclusive to any system doesn't make sense, but not all third party games sell like COD, in fact do any?! very few.

 

When Microsoft offers these third party devs a lot of money it makes sense. especially if it out weighs what they could potentially make on the PS3, its not as if just bad games flop these days, its never certain for a TPD they will make a profit. Apart from the big name ones of course.

So M$ would only pay for the small games then? Their track record has shown that they really only care about the top performers being on 360. The few JRPGs they got were a special treat to Japan. M$ bought fallout 3 and GTA IV DLC, why not far cry 2 as well? ...because they're only interested in big hitters. Thus, M$ is only out to get more money for the already big IPs not some charity organization that you seem apt on painting them as.
