The released PSN numbers also include PS3, PSP, & Playstation.com accounts used for their forums and the like.  Still there is  fudging on both ends but ultimately it's hard to compare numbers with a pay service vs a free one.

 

but silver accounts are free too. and should be counted also.

 He clearly says that XBL number does not count silver accounts or gold accoutns that have not been live in 6 months. I have like 6 silver accoutns so it makes sense nt counting them.
