It doesn't look like anyone answered you, so I'll just post how I beat that stage.

The shocktrooper and the scout in the top left corner of the map can be bypassed by a secret path if you stick to the right. Stop both alecia and welkin right before the corner, and then on your next turn just run down the path (right behind the grass, so just stick to the right most wall) and behind both the shocktrooper and the scout. You might get shot at, but it shouldn't damage you to much.

If you want, continue towards the end of the map. If you want, you can turn around and take out both from behind with either guns or grenades. Since you are coming from behind they don't evade as well and should be fairly simple.

Oh, that's funny. I don't think this needs spoiler tags, so I'll say it - I blew the guy down with grenades (I had the launcher already). I spent a ton of exp keeping the scout class as high as possible, since, well... Alicia.

Okay, maybe I did play a couple more skirmishes than I needed to (played each 1-3 times, always quick A ranks). Probably made the game too easy, at least, I know I never had a money problem.
