I have no idea.
HOWEVER, if a company doesn't bring a game to a territory, it may not just be due to the cost getting it localized. One cost alot of people arn't aware of is when the game companies are manufacturing all these games, they have to pay Sony / Microsoft / Nintendo an estimated 10% royalty fee on it's RRP. Unlike most industries these fees are paid when the game is manufactured, not sold.
So if the company doesn't think they can sell alot of copies they won't want to risk having to pay a good half a million on just royalties alone. Then there is manufacturing costs on top.
