The first step is always to isolate... disconnect everything that doesn't need to be connected... HDD.. DVDs everything... if all you fans are moving and you HDD light is flashing and you don't hear a series of beeps when you boot up it's likely your video card... though generally no video will cause the system to give a series of beeps to... unless you build it yourself and it doesn't have a speaker. If you system's fans come on, but it's not booting at all even after you tried and new video card it's probably your power supply... generally power supplies go out after a few years depending on who made them. It's always hard to help someone on a forums in this manner because I can't get a clear picture of what's going on.
