Halo 3's graphics aren't mindblowing by any means but it does 4 player split screen and the framerate is fixed at 30 fps...and it never dips. I don't know what MP3 frame rate is though...

It is not true that Halo 3's framerate doesn't dip, I've seen dip a lot especially in boss fights.
MP3's framerate looks like 60 fps to me (or a very well done 30 fps with motion-blur but I don't think so). It sometimes dips too, it's not as good as SMG in this department but still better than the 360 games I own.
