Software can push a console more then price cuts. The price cuts are to attract potential buys who are staying away due to the price tag. By cutting price, your goal is to namely attract them. Software is more importaint as it can attract buys who had little or no interest in the system. If they want the title, then they must buy the system. The reason why this had not been the case with this generation is the lack of real pushing hardware and the lack of exclusives. Tetris and Pokemon where some of these title. Nintendogs and Wii Fit were these kind of titles too.
Last generation was more about quantity over quality. Sony dominated becuase it had a lot of software, thise enough buyers were attracted. Microsoft and Sony are lacking in both of these (amoung other things).
People see price cuts as importaint becuase this generation has been driven by them. Last generation, they did not matter (the Gamecube was 99$ for a long time and it still got 3rd place).
