Well, I'm glad you asked. 

Simply put, you string up a strong thin cord or something -- this is the line -- and then you put your clothes (or, colloquially, threads) on it.  Then simply wait for them to dry on said line.  Very simple. 

That was a terrible terrible pun. I am oh so very jealous and impressed right now.
