That's the environment of Helghan, there isn't much else to say about it. The setting of Killzone 2 is the planet of Helghan, a shitty and harsh planet where the Helghast fled to when they were defeated after they succeded from the UCN and declared themselves a seperate nation so they could continue to pose HUGE taxes on ships passing through into the systems beyond (something that was making them TONS of money and pissing Earth off).
