Sony tapped Square to create a tech demo just like they did for the PS2 (recall the old man face tech demo). Neither were actual game development of any kind just a technical representation fo the ystem pushed to the limits in a non-game environment.
While it would be ironic that a tech demo based on FFVII was displayed on PS3 only to have an actual FFVII remake appear on Wii, it's not as though which system has a tech demo should designate which system gets a remake. That kind of decision is built on dozens of other more meaningful factors.
