Why would Hamas sign it?
Does it force Israel to free Gaza from the prison? No.
Does it force Israel to allow food, fuel, water, electricity, in/out? No.
Hamas has a legitimate reason to continue its military attacks. Israel's actions upon the Gazan people are inhumane and reminiscent of the same horrible actions Europeans/Russians once did to Jewish people.
