That's correct.
RPG is an idea which has been brutally mangled by video games. The defining quality isn't simply how you develop the abilities and powers of your character, but defining the values, beliefs, and actions of your character. The player must have some level of input into how the story unfolds.
Very few "JRPGs" have any RPG in them at all. They're just number-based gameplay with a preset character running through a linear story. Most WRPGs have at least a little RPG in them, as they let the player describe the main character and make at least a few decisions on how the story unfolds and how the main character interacts with the NPCs around him/her.
