You are a 100% right about short games being bad for the mass consumer. Shorter games should have stuff to justify the length, like unlocked hard modes, stuff to find (like red coins or the Orb-collecting open world game that game with the Halo 3 Beta), multiple ways to finish or play through the game.
I mean part of why it got such low scores is the lack of replayabilty. How hard would it have been to add a few collectibles, a special weapon to give an excuse to replay the game, or an ultra hard mode.
I would cite regulation, but I know you will simply ignore it.
