Really, that 1.3 figure seems very unbelievable if it's accurate. Sony always gives us shipped numbers, and given the amount of copies of LBP we have at my store, as well as the stores around me, I wouldn't be surprised if there are ~200-300k just sitting on shelves.
Even if there was only ~100k sitting on shelves, that would still lower the sold to consumers number down to 1.2 million. Chart Track has the UK numbers alone at over 1/4th that.
I find it hard to believe that Chart Track, Famitsu, Media Create, VG Chartz, etc. all massively under tracked this game. Either the figure is old, which would also explain why Kaz's figures for PSP/PS3 sales are off as Euphoria pointed out, or Kaz was misquoted or had a slip of the tongue, as DMeisterJ and SSJ12 claim.
